One of the regulations on anti-money laundering at the International Financial Center proposed by the State Bank is the reporting regime for international electronic money transfer transactions for amounts exceeding 1,000 USD.
The State Bank is seeking opinions on the draft Decree regulating the licensing of the establishment and operation of banks, foreign exchange management, anti-money laundering, combating the financing of terrorism, and preventing the proliferation of weapons of mass destruction at the International Financial Center.
According to the drafting agency, in order to prevent the situation where capital from the rest of the domestic economy flows into the International Financial Center and then invests abroad, which contradicts the orientation of attracting capital to Vietnam, the draft proposes several regulations to limit capital flows and management responsibilities.
